Infrastructure and Planning Policy – Infrastructure Schemes; Development Management, Heritage, Listed Buildings, Land Charges, Land Drainage, Conservation Areas, Tree Protection, Community Infrastructure Levy; Local Plan; Neighbourhood Planning, Right to Build Register, Brownfield Register, Building Control

Housing – Residential Environmental Health (to include Noise Pollution); Council House Allocations and Lettings; Homelessness and Housing Advice; Housing grants for Improvement and Adaptation; Private Housing Condition and Houses in Multiple Occupation; To purchase any property for use as temporary accommodation, Travellers (incursions and management of traveller sites).

The Infrastructure, Housing and Economic Development Committee welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Infrastructure, Housing and Economic Development Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

In accordance with The Openness of Local Government Bodies Regulations 2014 any matters considered under Part I business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person.

Recording and reporting the Council’s meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance. This will include the Human Rights Act, the Data Protection Legislation and the laws of libel and defamation.

This report enables the Committee to comment to the Policy and Resources Committee on the draft Strategic Plan, the Committees draft service plans, and the growth bids to support them for the three years commencing on 1 April 2019.

ECONOMIC DEVELOPMENT

7.    THREE RIVERS CYCLING & WALKING STRATEGY – SCHEME DEVELOPMENT PROGRAMME, 2019/20-2020/2021

This report requests that the committee agrees the current work programme of cycling and walking improvement schemes in the Three Rivers District, which is promoted by the District Council and its partners. The report also provides an update of the current Cycling Strategy review, which will     update the 2003 Strategy.

8.    PARKING MANAGEMENT PROGRAMME 2019/21           This report reviews the success of the parking management for the 2018/19 financial year (Appendix A) and proposes a programme for the 2019/21 financial years.

HOUSING

10.   PRIVATE RENTED SECTOR OFFER POLICY UPDATE

Following the introduction of the Localism Act 2011 the Council introduced a policy regarding discharging the main homelessness duty into the private rented sector. This was previously agreed at Sustainable Environment Policy and Scrutiny Committee in September 2013 and approved by the Executive Committee in October 2013 (EX46/13).

The Homelessness Reduction Act 2017 came into force in April 2018. This has changed the duties owed by the Council so a review of the policy is necessary

13.   EXCLUSION OF PRESS AND PUBLIC

If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-

“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraph 3 of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
