THE DISTRICT OF THREE RIVERS (HAREFIELD ROAD AREA, RICKMANSWORTH)(PROHIBITION OF WAITING) ORDER 2024

NOTICE is given that THREE RIVERS DISTRICT COUNCIL pursuant to arrangements made under Section 19 Local Government Act 2000 and Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2000 with the Hertfordshire County Council, and in exercise of powers conferred on that County under sections 1, 2, 3, 4 and 5 of Part I and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers, and after consultation with the Chief Officers of Police in accordance with Part III of Schedule 9 to the aforementioned 1984 Act, proposes to make the above Order:

The effect of the Order is to update the existing No Waiting 8am-9pm and No Waiting Sat-Sun and Bank Holidays from 1st April to 30thSeptember, 12 noon-6pm (Single Yellow Line) restrictions on various roads in the Harefield Road Area of Rickmansworth as per Department for Transport regulations. Additionally, new No Waiting at Any Time (Double Yellow Line) restrictions will be introduced on several junctions, bends and turning heads to prevent inappropriate and unsafe parking where necessary.

Electronic copies of the proposed Order, a statement of reasons for proposing to make the Order and drawings showing details of the proposals are available for inspection online here. Paper copies are held on deposit at the offices of Three Rivers District Council, Three Rivers House, Northway, Rickmansworth WD3 1RL during normal office hours.

Comments or objections to the proposal, together with the grounds on which they are made, must be sent in writing to the Transport & Parking Projects, Three Rivers District Council, Three Rivers House, Northway, Rickmansworth WD3 1RL or by email to parkingconsultations@threerivers.gov.uk. The deadline for the receipt of objections is 12:00 noon on Monday 10 June 2024. Representations of support will also be received during this time.

NOTICE OF MAKING
THREE RIVERS DISTRICT COUNCIL TRAFFIC REGULATION ORDER
THE DISTRICT OF THREE RIVERS(SANDY LODGE WAY, NORTHWOOD)(PROHIBITION OF WAITING) ORDER 2023

NOTICE is given that THREE RIVERS DISTRICT COUNCIL pursuant to arrangements made with Hertfordshire County Council in order to improve road safety and the amenities of the area under the Road Traffic Regulation Act 1984, has made the above Order.

The effect of the Order is to introduce new No Waiting at Any Time (Double Yellow Line) as well as No Waiting during restricted hours (single yellow line) restrictions on Sandy Lodge Way, Northwood.

The Order shall come into operation on 6 May 2024. Other existing restrictions on the road will remain as existing.

Documents giving more detailed particulars may be inspected at the offices of Three Rivers District Council, Three Rivers House, Northway, Rickmansworth WD3 1RL, during normal office hours. Electronic copies of the Order, a statement of reasons for the making of the Order and drawings showing details of the scheme are available for inspection in the Order packet here: 21-3 Sandy Lodge Way, Northwood Order Packet.

If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with that person may, within six weeks from the date the Order was made, apply for the purpose to the High Court.

Issuing Notice of this scheme is a statutory duty of the District Council. All data resulting from this Notice will be collected and held and processed by Three Rivers District Council and may be shared with TRDC Officers and District Councillors.

MIGRATION TO MAP-BASED TRAFFIC REGULATION ORDER OF EXISTING ON-STREET PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS

THE THREE RIVERS DISTRICT COUNCIL (ON-STREET PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) ORDER 2024

NOTICE IS HEREBY GIVEN that the Three Rivers District Council, under arrangements made with Hertfordshire County Council pursuant to section 19 of the Local Government Act 2000 and the Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2000 and in exercise of the powers conferred upon the County Council by sections 1, 2, 3, 4, 32, 35, 45, 46, 49, 53 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act of 1984”) proposes to make the above Order.

The general effect of the Order would be to revoke and re-enact the provisions, as amended, of all existing Traffic Regulation Orders (TROs) providing parking places, loading places and waiting, loading and stopping restrictions (including ‘school keep clear’ markings and taxi ranks) on streets within the Three Rivers District as a single set of TRO Articles supplemented with a map-based schedule illustrating the locations, types and operational times of the restrictions.

Copies of the draft Order (and copies of the affected pre-existing Orders) together with a Statement of Reasons for proposing to make the Order and plans showing the lengths of roads to which the Order relates may be inspected at the offices of Three Rivers District Council, Three Rivers House, Northway, Rickmansworth during normal office hours from the date of this Notice until the last day of a period of six weeks beginning with the date on which the Order is made or, as the case may be, the Council decides not to make the Order.

NOTICE IS HEREBY GIVEN that the Three Rivers District Council (pursuant to arrangement made Hertfordshire County Council) proposes to make the above Order under the Road Traffic Regulation Act 1984. The general effect of the Order would be to introduce waiting restrictions, shared use parking places, resident parking places, increase parking provision for residents and businesses and to improve road safety, in the following roads:

THE THREE RIVERS DISTRICT COUNCIL (SANDY LODGE WAY, NORTHWOOD)(PROHIBITION OF WAITING) ORDER 2023

NOTICE is given that THREE RIVERS DISTRICT COUNCIL pursuant to arrangements made with Hertfordshire County Council in order to improve road safety and the amenities of the area proposes under the Road Traffic Regulation Act 1984 to introduce waiting restrictions in parts of Sandy Lodge Way, Northwood.

The effect of the Order is to introduce new No Waiting Monday-Friday 1pm-2pm (Single Yellow Line) restrictions on both sides of Sandy Lodge Way from its junction with Batchworth Lane, to its boundary with the London Borough of Hillingdon. Additionally, a new No Waiting at Any Time (Double Yellow Line) restriction will be introduced on a section of the western side of Sandy Lodge Way.

Consolidation of existing on-street parking places, loading places and waiting, loading and stopping restrictions by way of migration to map-based traffic regulation order.

The Three Rivers District Council (on-street parking places, loading places and waiting, loading and stopping restrictions) consolidated order 2023. 

NOTICE IS HEREBY GIVEN that the Three Rivers District Council, under arrangements made with Hertfordshire County Council pursuant to section 19 of the Local Government Act 2000 and the Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2000 and in exercise of the powers conferred upon the County Council by sections 1, 2, 3, 4, 32, 35, 45, 46, 49, 53 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act of 1984”) proposes to make the above-mentioned Consolidation Order, in accordance with Regulation 21 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996.

The general effect of the Consolidation Order will be to revoke and re-enact, without change in substance, the provisions of the Traffic Regulation Orders (TROs) listed in the Schedule to this Notice, the effects of which are to provide parking places, loading places and waiting, loading and stopping restrictions (including ‘school keep clear’ markings and taxi ranks) on road and streets within the Three Rivers District, as a single consolidated document, comprising a set of TRO Articles detailing said provisions and a map-based schedule illustrating the locations, types and operational times of said parking places, loading places and waiting, loading and stopping restrictions.

Highways act 1980 Three Rivers District Council

Three Rivers District Council (Batchworth 30 (part)) Creation Order 2022

On 27 January 2023, the Three Rivers District Council confirmed the above order made under section 26 of the Highways Act 1980.

The effect of the order as confirmed is to create a public bridleway from the High Street to Bridleway 30 Batchworth as shown on the order map.

A copy of the order and order map have been placed and may be seen free of charge at Three Rivers District Council, Three Rivers House, Northway, Rickmansworth WD3 1RL from 9am to 4pm, Monday to Friday (excluding Bank Holidays).

The order comes into force 120 days after 27 January 2023, but if a person aggrieved by the order wants to question its validity, or that of any provision contained in it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 3 February 2023, make an application to the High Court.

Three Rivers District Council public off-street car parks:  update of traffic regulation order provisions and introduction of ticketless payments the Three Rivers District Council (off-street parking places) (No. 1) order 202*

NOTICE IS HEREBY GIVEN that the Three Rivers District Council (“the Council”), under arrangements made with Hertfordshire County Council pursuant to section 19 of the Local Government Act 2000 and the Local Authorities (Arrangements for the
Discharge of Functions) (England) Regulations 2000 and in exercise of the powers conferred upon the County Council by sections 32, 35 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, proposes to make the above
Order.
The general effect of the Order would be to:
(a) combine into a single document the provisions of all existing Orders making provisions in relation to public off-street car parks in the Three Rivers District, including terms and conditions of use and the issue or grant of permits, making revisions where necessary to reflect Order-making best practice and the current operating situation in the Council’s public off-street car parks;

and

(b) make provision for the use of ‘ticketless’ payments via ‘pay at machine’ and ‘pay by phone’ payment models where parking charges apply in the Council’s public off-street car parks. These payment models would replace the ‘pay and display’
payment model currently in use. The new payment machines to be installed in car parks would not produce a ticket to be displayed, but instead make and transmit to the Council (or its contractor) an electronic record of payment of the
parking charge. This electronic record would be used as proof of payment of the parking charge, and would be visible to Civil Enforcement Officers patrolling the car parks via their hand-held devices, similar to way in which ‘pay by phone’ parking payment models operate at present.
The Order would supersede and revoke the provisions of all existing Orders providing off-street parking place controls in the Council’s public off-street car parks.
A copy of the draft Order (and copies of the existing Orders) together with a Statement of Reasons for proposing to make the Order and other documents to which the Order relates may be inspected at the offices of:

Notice until the last day of a period of six weeks beginning with the date on which the Order is made or, as the case may be, the Council decides not to make the Order.
