Warm Homes Local Grant


Three Rivers District Council has secured Warm Homes Local Grant funding with Watford Borough Council, from the Government’s Department for Energy Security and Net Zero (DESNZ).

Who is involved?

Three Rivers District Council and Watford Borough Council are working alongside the National Energy Foundation (the managing agent) to deliver grants to eligible residents.

What is the grant for?

The Warm Homes Local Grant scheme aims to help the country achieve its net-zero carbon goal, while also helping households save money on their energy bills and live in healthy, comfortable homes.

This scheme offers eligible households fully funded energy efficiency improvements worth up to £30,000 per eligible home. Energy efficiency measures funded by the Grant may include: wall, loft and underfloor insulation, heating controls, draught-proofing, double or triple glazing, solar photovoltaic panels, and heat pumps, which will help your home use less energy and feel more comfortable.

Who is eligible for the funding?

Privately owned and privately rented households living in properties with EPC ratings of D, E, F or G, may be eligible for the Warm Homes Local Grant if they meet any of the three qualification routes below:

1. Eligible postcodes: The household lives in a valid postcode that falls within eligible Income Deciles 1-2 of the Indices of Multiple Deprivation (IMD:ID 1- 2). In Three Rivers the eligible postcodes are:

2. Means-tested benefits: A member of the household is in receipt of a means-tested benefit:

  • Housing Benefit
  • Income-based Jobseeker’s Allowance (JSA)
  • Income-related Employment and Support Allowance (ESA)
  • Income Support
  • Pension Credit (savings and guarantee)
  • Universal Credit

3. Household income: The household’s gross annual income is below £36,000 per year (inclusive of tax). The income of every adult member of the household counts towards the income threshold, except for those in full-time education.
